Stormwater Management Engineering

EMC Group Limited prepared the Stormwater Management Report for the McGregor Park Branch Library Addition project, addressing on-site drainage, runoff quality, and quantity control requirements established by the City of Toronto. The report evaluated pre-development and post-development hydrologic conditions for the site, which is located on the south side of Lawrence Avenue East, east of Birchmount Road. The stormwater design accounted for the increased impervious coverage associated with the new library building footprint, parking areas, and associated hardscaped surfaces, ensuring that post-development peak flows were controlled to acceptable levels in accordance with municipal standards.

Site Context & Integration

The McGregor Park Branch Library replaces the original 1960 Sproatt & Rolph branch library that previously occupied the site. The new facility was designed by ZAS Architects Inc. to integrate physically with the adjacent McGregor Park Community Centre, creating a combined civic and recreational complex serving the Dorset Park community. The site is bounded by Lawrence Avenue East to the north, McGregor Park to the south and east, and residential properties to the west. The stormwater management design required careful consideration of the site's relationship to the surrounding parkland, existing drainage infrastructure, and the shared servicing between the library and community centre buildings.

Municipal Approvals

The Stormwater Management Report prepared by EMC Group formed part of the technical submission package required for the City of Toronto site plan approval process. The report demonstrated compliance with municipal stormwater management criteria, including water quality treatment provisions and quantity control measures appropriate for the site's drainage area. EMC's engineering analysis supported the successful progression of the project through the approvals process, contributing to the timely completion of this significant community facility that would go on to receive an Honourable Mention in the 2005 Toronto Architectural and Urban Design Awards.
